Point of Canon/AU: Roughly three years after the events of "Last of the Time Lords", having had a back-up plan in case the paradox machine failed. The drums are quieter this regeneration, though not absent.
Brief Personality: Calculating, ruthless, layers plans to ensure that he won't fail completely, untrusting, ambitious. Likes to play games with people, often with high stakes for the other person if they don't play it to his liking. And sometimes even if they play it to his liking. Unpredictably violent, and with little or no remorse for his actions, and sometimes a good deal of glee.
Brief History: Born on Gallifrey, left Gallifrey, kept trying to take over the universe, extend his life-span past what Time Lords are supposed to have, and get the Doctor's attention.

Used up more than his fair share of lives, and died. Was brought back by the Council to fight the Time War, eventually ran off to the end of the universe, disguised himself as a human, Professor Yana, stowed himself in a watch.

Got released, took over, stole the Doctor's TARDIS, only was able to travel between the end of the universe and 2008, so got himself elected Prime Minister, set up a paradox, and brought the humans from the end of the universe back to destroy their ancestors and take over the universe.

Also, relocated where he'd hid his TARDIS at the end of the universe, on Malcassario, and set up his back-up plan, bringing his TARDIS back in time, and leaving her, powered down, in a London warehouse owned by Lucy's family. He gave Lucy instructions that if the paradox failed, she was to make sure he couldn't fall into anyone's hands as a prisoner, and to take his ring back to his TARDIS, and follow the instructions that she would find waiting for her.

What he didn't tell her is that she'd die in the process of carrying out his back-up plan, and he felt no remorse over her death as he returned to life. He dumped her body in her bathtub, with her wrists slit to the elbow, making it look like a relatively convincing suicide. Even left a note.

Then he left Earth, though he was tempted to cause more havoc there just because the Doctor loved humanity. On the other hand, he needed someplace quiet and Doctor-free to start his next bid to take over the universe. He found himself a nice little planet that suited his purposes, and promptly set about taking it over, and making it his base of operations.

He had been just about to inspect the first of the warships when he stepped through into a hallway that looked nothing like the hallways of his temporary adopted home planet. He is not amused, in the least.
